Garibaldi is the one character
in the show who is closest to the average guy; he's just trying to stay
one step ahead of the wolves. He doesn't have strange abilities,
he isn't in a significantly important position, he doesn't have a lot of
money, he's just one of us, trying to cope in a world much larger than
anyone can imagine. As a result, I think we all do identify with
him more than with some other characters, as much as we may also like those
other characters.
